    Who’s means who is.
    Whose is for possession.

Some more details:

Who's = Who is
Who’s is a contraction of who is. 
The apostrophe stands for the missing letter i in is. 
Before you use it in writing, say who is in your sentence, to make sure it sounds right.

Whose is the possessive form of who.
Whose is a determiner.
It is used:
    in questions to ask who owns something, has something, etc.
    to show which person or thing you are talking about
    to give more information about a person or thing that has already been mentioned
